Are you logged in as an administrator? Into which folder did you download
the installer?
The procedure for installing OO on Windows is:
1. Download the installer from the OO web site into a folder of your choice
(e.g. the desktop)
2. Run the downloaded installer. This will cause a set of files to be
created in a folder of your choice.
3. One of the files created in #2 will automatically run and you will be
asked a series of questions about how you want OO configured.
4. Once #3 is complete you are ready to use OO
5. When all is well you can delete the folders created at #1 and #2

If the folder at #1 or #2 is not accessible because of some form of security
protection then that's the problem. Is the folder at #1 or #2 on a network
drive? That has caused problems in the past - it shouldn't but it has done

Alternatively you could try the following:
1. Disconnect your computer completely from the internet
2. Turn off your firewall (FW) and antivirus (AV) software
3. Try the installation again
4. Turn on AV and FW software
5. Re-connect to the net. Never leave your computer connected to the net if
AV and FW software are not both running properly.

If you believe you have correctly installed OO, try *un*installing it -
Control Panel>Add/Remove Software and starting again.

If all this doesn't help, come back here with details of what you did and
what happened, including the exact text of any error messages - please don't
send attachments, they usually don't make it through the list's security
management software.
