No. But the development process for that version is about to be
finished. No new features will be accepted anymore. Only fixes for
serious problems and other issues of similar impact.
Thus we already shifted the targeted release of that CWS to OOo 2.4
(whenever that may be).

You should still try out OOo 2.3 if you have the chance. Maybe you will
find a serious problem that needs to be fixed. Or you just want to see
if it worth to make the upgrade to 2.3 when it will be released.
As for stable versions or not you should look in the download page:

AFAIK only the officially announced non-development builds are called
stable by definition. Thus even the best current developer build with no
known serious problems wouldn't be called stable.
