Yes.

No OOo (OpenOffice.org) does not scatter a jumble of shortcut/link icons
all over your desktop. You will find it has neatly created a group in
your "Start -> All Programs" menu. From there you can create a desktop
shortcut in exactly the same way as you would for any other Windows
application.
