a) Back before Sun switched OOo to LGPL only, companies could, and did
sell OOo with EULAs that violated the LGPL;

b) Even with the LGPL, it is possible for a vendor to offer per seat
licensing, without running afoul of the LGPL. (This situation usually
arises as part of a paid support contract.)
