MS Publisher uses a proprietary file format that is not supported by any

There are some things you can do if you still have access to the version
of Publisher that was used to create the Publisher files.
- Open the document in Publisher convert the Publisher document to
HTML, PDF or PostScript.
If you need to be able to edit the document, you can export it as TXT or
RTF, but you will have to recreate your layout all over again.

Microsoft support suggests exporting as TIFF (an image format) or PDF.
There are some free online resources to convert PUB files to PDF such
as: https://www.pdfonline.com/convert_pdf.asp This is a good solution
if you do not have access to the version of Publisher that was used to
create the file.
OpenOffice.org Draw and Write are actually quite powerful, and can do
almost all of what most people do with Publisher. If you need a more
powerful desktop publishing application, Scribus is very good
http://www.scribus.net/ and cross platform (Linux, Mac, and Windows)
