Hi Adam,
As other people have said, licencing isn't a problem given that OOo is
available for no-cost use by anyone.
I don't want to rain on OOo's parade, but Inkscape might be better
suited to replacing Visio. Its licence is similar (if not the same) as
OpenOffice's so you're fine to use that too.

Open Source community gains Inkscape as not just a powerful SVG editor,
but also as a PDF editor!"
I thought this might be something to recommend to the many people who
ask how to open PDF files in OOo. But, I downloaded and ran Inkscape and
cannot open PDF files that are on my computer and can find no
documentation on how to do so in Inkscape.
