It's not only the mouse wheel, but also the scroll bar that get ignored. I scroll down, and if I don't click as fast as hell somewhere in the new part of the text, OOo brings me back to the original place. Seems to be a new bug in 2.3, not a feature I guess! If some people can confirm this, I could file an issue about it.
