OpenOffice.org is an office suite (word processor, spreadsheet, drawing, presentation and database).

An open source and free cross platform graphics editor I often recommend is "The Gimp". It is available for Linux, Mac and Windows. You can use this program to resize, scale, and edit images.

I am guessing that you are using MS Windows. The Windows version can be downloaded here: http://gimp-win.sourceforge.net/stable.html

The Mac version can be downloaded from: http://gimp-app.sourceforge.net/ or http://www.macgimp.org/

You could also use something like Picassa to do your editing: http://picasa.google.com
