Do you mean like a dust jacket? Or the actual book front/back cover?
For what size book? Do you know what format the publisher requires for
the "camera-ready" work? (PDF? Postscript? AI?)
I don't see any reason you can't do it in Draw, but it's not usually the
first choice for publishing work. Is there some specific reason you want
to use Draw?
