You can tell him that he's free to pass it around and install it on as
many computers as he wants.  There is no restriction whatsoever.

Also, while you can install individual OpenOffice components, it's not
recommended, as it won't save much space and it may reduce
functionality.  So, just install the entire OpenOffice package. 
Incidentally, by installing OpenOffice, you'll find many people don't
need Microsoft Office, so this may be a significant savings.
