This is a consequence (at least on my 2.3.1 for XP) of the setting at Tools | AutoCorrect... | Options | Apply Styles. This automatically changes Default style to what Writer thinks is better!

Pressing Enter once will apply Text Body style to your line. Providing that your text does not have a full stop at the end, pressing Enter again applies Heading 1 style instead.

I prefer to apply my own styles, so I - perhaps like other responders - have this setting turned off.
