Yes, it's a strange and awkward design. Further, Draw is something of a
lame duck among the OOo apps, so don't expect any urgent attention.
Using OOo on Linux, it seems to be a bit simpler than you described. All
I have to do is
* Click an object (selected or not) and hold without motion for ~1s,
until the mouse cursor changes to the drag/drop cursor.
Then (still pressing the mouse button),
* Press Ctrl. The mouse cursor changes to the drag/copy cursor (a "+"
appears).
Then (still pressing the mouse button and the Ctrl key),
* Drag the mouse to a new location and release the mouse button.
My most common problem is that it's easy to release the Ctrl key a
fraction of a second early, resulting in a move instead of a copy.
Also, on Linux, all I have to do is click to select an object, then
click the middle mouse button anywhere to create a copy. The middle
mouse on Linux pastes the current selection.
I use the regular clipboard copy/paste more often than either of the
above methods, because I usually want to keep the copies aligned, which
is easier to do starting from the same position.
