I get the same graying out if I don't delete the column or row
that I've cut. If I delete the area that's been cut, all the shift
options are selectable. I can even undo the deletion and the
buttons will still work as they should.

What is odd about it is that when all the buttons are active, the
default action is the wrong one: i.e. if I cut a row, right is
selected and if I cut a column, down is selected.

I'm confused. The "shift cells" options are available on **paste
special** and on **delete cells**. You are saying they are available
on **cut**. At least, not on my installation. What am I missing
here? I am talking about OOo 2.2 on Win XP Pro.
OK, just installed 2.3.1 and its *exactly* the same.
If I select a few cells in a column and choose Delete Cells then the
options I'm given are Shift Cells Up, Shift Cells Left, Delete
Entire Columns and Delete Entire Rows.
The Shift Cells Up refers to the cells *below* those I selected.
The Shift Cells Left shifts left the data to the right of the
selected column but only those cells in the same rows as the
selected cells
The Delete Entire Rows deletes the entire rows in which the
selected cells lie and shifts up the rows below the lowest.
The Delete Entire Columns deletes the column in which the select
cells lie *and* moves left the columns to its right; so that's like
"cut column".
This is all very different from "Delete contents" which offers no
such options - the remaining data stay where they are regardless.
It's also different from "Cut" which is like Delete Contents **but**
also copies the data to the clipboard.
Note that this all applies *only* if I select *cells*. If I want it
to apply to *all the cells* in a column then I have to select the
first cell and then Shift-select the last. It does *not* work if I
select Calc's alphabetical column heading - if I do that then the
entire column is deleted without any options and columns to its
right are shifted left.
The same applies to selecting/deleting cells in a row except that
"left" replaces "up" and vice versa in the above comments.
Similarly, "to the right of" replaces "below"
I can find no greyed out options nor any illogicalities in what is
offered.

Let me make my explanation clearer. What I am trying to do,
ultimately, is to move an entire row (or column) from one place to
another.
This happens from time to time in my
financial-and-share-price-monitoring spreadsheet, when I change my
mind about how it should be laid out.
For description purposes, let's stick to rows.
I select the entire row by clicking on Calc's row number.
I right-click, then click on Cut in the context menu. The contents of
all cells in the row disappear.
(We're now at "stage A", referred to later).
I click on the row number of the row above which I want to insert the
cut row.
I right-click, then click on Paste Special in the context menu.
In the box that pops up, the selectable "Shift cells" options at
bottom right are "Don't shift" and "Right".
"Down" is greyed out.
This of course is backwards, because it makes no sense to shift an
entire row to the right.
(If I do the analogous thing with a column, it is "Right" that is
greyed out, which makes just as little sense).
Now, at "stage A" above - or if now, I go back to my original "cut"
row, now empty, and click on its row number - I can right-click, then
click "Delete rows".
NOW if I go to the place where I want to move the row to, select the
entire row that's below the desired insertion point by clicking on
its row number, right-click, and click on "Paste Special", NOW all
three "Shift cells" options are selectable: "Don't shift", "Down" and
"Right".
If I now select "Down", the cut row is inserted as desired. So far so
good, except that I have had to explicitly delete the cut row, which
is annoying.
The interesting thing is what happens if I select "Right". This makes
no sense, and Calc tells me so: it says "Filled cells cannot be
shifted beyond the sheet". Why didn't it just grey out the "Right"
option in the first place?

A little search in the Issue tracker found this:
Issue 21280 - Automatic Insert (shift down or shift right) of cells,
columns, or rows when cut, or copied, and pasted.
