It's because it's a proprietary file format, which Microsoft hasn't revealed. As far as I know, only Publisher can open those files.

Hopefully, MickySoft will go one step further with their 'Microsoft Open Specification Promise' @ http://www.microsoft.com/interop/osp/default.mspx and release the Publisher specs also. So far they have only released the specs for the Office binary file formats which include: Word's doc files, Excel's xls files, and PowerPoint's ppt files. Publisher's files are missing from their 'Promise' and are still a mystery as not a thing has been released on that format.

No mystery.  No one else has done it and they want to keep it that way.
