OpenOffice can't read Works files directly. (In fact, per my understanding, MS Office can't read Works files either.)

One solution is to open up MS Works, open the files that you're interested in, and then save them as .doc files, which OpenOffice can read. Then go into OpenOffice, open up the .doc files that you created, and then export the file as a pdf file (File > Export as pdf) from within OpenOffice.

Use Writer to open your .DOC files.  Then you can export to PDF.  You
can do this with the PDF icon on the tool bar or by clicking on File >
Export as PDF.  The File > Export to PDF method will give you more
control over the output.
