It is legal to sell OpenOffice, provided the vendor complies with the license terms. Many vendors sell OpenOffice on a CD and provide a service for those who cannot download it and others may provide some other benefit. However, I don't think much of those vendors who provide nothing more than a download link and are charging for what could otherwise be obtained for free.
