I'm guessing that you are hoping to drop the template files somewhere and trust that Writer will find them. But a bit of experimentation (at least on my 2.4 for Windows XP) suggests that this doesn't work. It's always better anyway, I suggest, to use the facilities provided within the product. On that principle ...
o When you create a new template, go to File | Templates > | Save... to save it.
o If you have an existing template file somewhere that you wish to import, go to File | Templates > | Organize... . Select a template folder (or create a new one) and either right-click it or press Commands. Then select Import Template... and browse to your template file.
