I don’t understand.

You type a paragraph, which has no bullet style or numbering style.

Then if you double-click on any of the List styles or numbering styles in the formatting styles numbering styles column in the Styles and Formatting windows, that style is applied to the paragraph (and by default to paragraphs you type following it).

You are usually not assigning the Numbering Style of a paragraph style to itself, but to a paragraph without a Numbering Style or bullet style or to one possessing a different Numbering Style or bullet style.

You can of course, as you point out, assign a style to a paragraph that is already in that style. Then nothing will happen. You can do this with paragraph styles also. Or you can also overlay, exactly, some text that is already emphasized and apply the Emphasis character style to it again. Again nothing will change. Should Writer complain about something so harmless?

What one is more likely to do, purposely, is to select a small area to apply a style to, and then, if satisfied with the appearance, select a larger area which includes the smaller area to apply that same style to. For example, I could test a new color style by pasting it over a few words, and then when I think it looks right, paste it over three paragraphs that include the small section of text I used for testing the style.

One might also overwrite a large area in part to remove any small areas of a different style that might or might not be somewhere in that area.

I think it would be more annoying if Writer complained about such practices rather than tacitly allow them.
