The version is indeed 1001.
I have fixed this problem by download the tar.gz source code.
I believe this is problem by check out source from CVS.
I hace posted CVS issue on Openser forum.

could you check the table "version" in openser database and see the recored
where table_name="location". The table version should be 1001, what do you
have?

I am using the same configure on ser, no problem, but openser dose not
allow me to use acc modules.
