Issue sorted ... you have to set HAS_SERWEB="yes" in your openserctlrc.

It let me add one user account with no problems. When I tried adding the second account i get the following error:

ERROR 1062 (23000) at line 1: Duplicate entry ' ' for key 3

Any clues would be appreciated.
