Thoughts? Or anyone know what package provides this?

That .jar file should be provided by the ovirt-engine-backend package, but it probably has a different name. Try this:

yum provides "/usr/share/ovirt-engine/engine.ear/lib/spring*.jar"

If you have the file but with a different version number then you will need to rename it or fix the engine-manage-domains script. None of these solutions is really good, as you changes will be lost next time you update the packages. The good solution is to fix the packaging. Can you please tell us what packages are you using?
