oVirt relies on a working yum for this kind of installation. And it's not a "yum issue" at all, but a configuration issue on your side. If you have a proxy, configure your yum.conf accordingly. Information how to do this, can be found e.g. here: https://www.centos.org/docs/5/html/yum/sn-yum-proxy-server.html If this doesn't work and oVirt doesn't respect yum.conf (which I doubt) you found a bug and should open a BZ for it.
