That works because you have effectively disabled ballooning for the VM, which is not really solving the underlying problem.

Just an FYI.

In my case the balloon driver was installed and it was running. The problem was eventually resolved by uninstalling the entire agent suite, rebooting and reinstalling it. Doing the same just for the balloon driver didn't work.
