You can control the values passed as -Xms and -Xmx using the config values ENGINE_HEAP_MIN and ENGINE_HEAP_MAX. They are set by engine-setup on initial setup but not changed later. It writes /etc/ovirt-engine/engine.conf.d/10-setup-java.conf . It's probably safer to create your own file for overriding, e.g. 99-my-setup-java.conf or something.
