doesn't ring any bell, but did you try any other VNC client? 
tls handshake...so is that secured vnc? host running in FIPS mode?

for RHV there's a procedure in admin guide appendix E.3[1], strangely it's 
missing from [2]. No idea why, but it should be easy to follow on oVirt too.
