If I remember correctly, the cockpit module to install self-hosted engine graphically has been deprecated since at least 4.4 (but for sure in 4.5) Since then, the cockpit interface is only useful to prepare the gluster bricks. But note that gluster and hyperconverged self hosted engine are also deprecated nowadays (still functional though).
the proper and supported way to install a self-hosted ovirt engine from an ovirt node is through the command line, as per the documentation : https://www.ovirt.org/documentation/installing_ovirt_as_a_self-hosted_engine_using_the_command_line/index.html#Deploying_the_Self-Hosted_Engine_Using_the_CLI_install_RHVM It's a bit involved, read everything from the whole doc and prepare well. good luck!
