I think the most close to a plan is github milestone targeting:
https://github.com/oVirt/ovirt-release?tab=readme-ov-file#review-patches--issues

I think that with Red Hat Virtualization end of life and Red Hat offboarding,
oVirt community should open nominations for a community manager and have
elections. Then the community manager should schedule a stakeholder planning
meeting inviting those that are still contributing code to oVirt project and
the oVirt Board and try to setup a plan for future versions. While at it, those
that are contributing code should probably propose nominations for new oVirt
Board members as the current board is still Red Hat and Caltech despite they
are not commited to contributing code anymore.
