Hi, I ran into the same problem today.
It looks to me like ovirt-vmconsole from copr:copr.fedorainfracloud.org:ovirt:ovirt-master-snapshot is build with centos9-stream selinux-policy version which is not yet available on RHEL9/Rocky linux 9/Alma9
my workaround (as I use Rocky linux 9) is to create cs9-stream repo from which I take just selinux-policy* packages. Something like this
nano /etc/yum.repos.d/CentOS-Stream-Base.repo [cs9-base] name=CentOS Stream $releasever - Base baseurl=https://mirror.stream.centos.org/9-stream/BaseOS/x86_64/os gpgcheck=1 enabled=1 gpgkey=https://www.centos.org/keys/RPM-GPG-KEY-CentOS-Official includepkgs= selinux-policy*Then I was able to upgrade ovirt engine (and hopefully didn't break anything else)
