After looking around i fiound /usr/share/ovirt- cockpit-sso.service, a little dirreerent from the installed version. I'ts labeled in the file for el8 and I chsnged it to 9, copied into /usr/lib/stsremd/system, labeled it with the correct selinus conext and viola, it works. Here is the service url

I still have the issue of no vm starting out side predefined instance. ot add a NIC. Any help or guidance is appreciated.
