Is it possible that your engine-setup did not complete succesfully?
The new MigrationPolicies for 4.8 were added in the commit
https://github.com/oVirt/ovirt-engine/commit/90e688b33b12.
On correct population of the database these values should be present, it seems
your DB is still running with older data.
