I don't know if it's the case with the ovirt-node-ng image, but in base CentOS
9/10 ISOs cockpit logon is disabled for root by default.
Login via Console/SSH and take a look at the file
"/etc/cockpit/disallowed-users".
If 'root' is listed you can comment it out/remove it and systemctl restart
cockpit.service
Be sure to have a very, VERY secure root password though (and optimally
network-restrictions on who can access your host).
