Hi,
When you run the app jar without parameters, you have the following output
usage: java pdfbox-app-x.y.z.jar <command> <args..>
You have forgotten the <command>, that is PDFSplit in you case.
java -jar pdfbox-app-1.7.1.jar PDFSplit -split 1 -startPage
1 -endPage 2 ~/apdffile.pdf
