First off I will need to disable access to
com.levigo.jbig2:levigo-jbig2-imageio and possibly
net.java.dev.jai-imageio:jai-imageio-core-standalone in pdfbox.
But then I get test failures:

I'd like to not have to disable all tests in the build. Could there be
some way to completely disable this functionality?
