Ignore that last comment - its not really anything like 0-8/0-9 - that was me "thinking" (or rather not thinking) aloud.
One other point does come to mind though, and that is that for the default window based scheme, delaying completions would in fact be a perfectly acceptable approach to not renewing credit when a queue was getting full.
