Some of the directory vs package mismatch issues I noted with RC2 are
still present, in the utils files (for the others which were fixed,
moving the files would probably have been nicer than adding the extra
qpid in to the package name, but either does work).

Whilst most of the unexpected differences for RC2 between the repo tag
and the archive have been resolved ahead of RC3, there still look to
be some, e.g there are files relating to dtx and discussed for RC1,
which remain in the repo (even being updated since RC2) but are not in
the archive. If there is an automatic process in the release steps
leaving those out, I guess thats fine, but if not that seems like a
problem as the release should be easily repeatable from whats tagged.
Regardless, is there any reason not to simply remove them from the
repo? They appear to be shells which dont do much useful yet (even if
ignoring that the functionality doesnt exist to test) and they can
always be returned with ease lkby reverting such a removal commit
later on.

No issue, but worth mentioning the JMS client dep could be bumped
since 0.26.0 went out.
