There are EPEL packages for el7, but not for el6. https://qpid.apache.org/packages.html#epel
I'd download the src.rpm from the el7 epel, at https://dl.fedoraproject.org/pub/epel/7/SRPMS/Packages/q/qpid-cpp-1.39.0-1.el7.src.rpm, notice that the .spec file there makes provisions for rhel<7, which means 6 ;], and build it myself, by running `rpmbuild --rebuild qpid-cpp-1.39.0-1.el7.src.rpm`. If I needed specifically the 1.36 version, I'd go hunting for the .src.rpm at https://cbs.centos.org/koji/packageinfo?packageID=405. `yum install yum-utils; yum-builddep qpid-cpp-1.39.0-1.el7.src.rpm` will install build dependencies for you.
