As you might see from the limited activity in the qpid-cpp repo, and with qpid-cpp 1.39.0 being the most recent release from 2018, activity around qpid-cpp is minimal at this point. C++ client activity shifted to the Qpid Proton C++ bindings several years ago, and activity around the broker has faded.
RHEL 8 first released in 2019, so there has not actually been a release of qpid-cpp since it came out.
