We only put the artifacts for things we create ourselves in central repo. We shouldn't be putting the saxon jars in the central repo -- I guess that would be up to the people at Saxonica. It's just because it isn't available on central that we added it to our own repo. You can always put the saxon artifacts in your own, company-specific repo if you have one or feel free to use our m2 repo (it is available through http as well btw).
