I added this element to the pom.xml in cxfse-su.

I notice you are are windows.
I use sun jdk 1.6.0_06 on linux but can't reproduce the error you see.
Can you try with jdk 1.5 on your platform?

Could you try running mvn dependency:tree? This will give you a
tree of the dependencies of your project and it should give you an
idea of where this version of jaxws-api is coming from.
