you exactly use

it should be something like
<http:conduit name="{your_name_space}your_endpoint_name.http- 
conduit">
there shouldn't be a ":" between namespace and endpoint name
so try with
<http:conduit

}UserGroupSoap12.http-conduit">
        <http:authorization>
           <sec:UserName>user</sec:UserName>
           <sec:Password>password</sec:Password>
        </http:authorization>
 </http:conduit>

tcpmon response:
