Only have
<cxf:cxfEndpoint id="soapMessageEndpoint"

address="http://localhost:8181/cxf/PersonServiceCF1

won't create a cxf service, you need specify a router which use
cxf:cxfEndpoint as a camel-cxf consumer endpoint, this can actually
launch the cxf service, so add something like
<route>
<from uri="cxf:bean:soapMessageEndpoint" />
<to uri="log:ExampleRouter" />
</route>
