Yes, that might be a cause of delays while installing new features,
though you would expect DEBUG logging to show that it was trying to
download things and then waits for time-outs to happen or something
like that.  Anyway, you might want to try out the full distribution
instead if you're in a location that does not allow direct access to
the internet, cfr.
https://repository.apache.org/content/groups/snapshots/org/apache/servicemix/apache-servicemix-full/5.0.0-SNAPSHOT/

This assembly type contains all the bundles required for any of the
features that are defined in ServiceMix, so whenever you install one
of those features, it won't have to go out and try to download any
bundles but it can just grab them in of the system/ folder.
