Which version are you using? I just tried it in servicemix 4.5.1 and
JBoss Fuse 6.0 and those 2 commands both worked fine. I wonder are you
behind a HTTP firewall maybe, so it can't download stuff from the
maven central repo?

BTW its all here in maven central:
http://repo2.maven.org/maven2/io/hawt/hawtio-karaf/1.1/
