It's likely the mailbox tree taking ages to render properly. It's
known to be slow with ~100-150 mailboxes so I can imagine how slow it
would be with 700 mailboxes.
I've no idea if this will help, but have you got imap-pooling enabled in
the config too? This may help in this situation ...
