If I had to provide such a thing, I would generate for each public calendar a resource account. Then just invite all the needed resources to the event, which I would create in a calendar of my own. This calendar of my own would be dedicated for such events. Draw back with that is, that everyone could add an event by inviting a resource, which I had to remove later.
