You can set a signature for each user with sogo-tool on the command line. But you can not prevent, that he/she changes that signature later. Also there is only one signature in SOGo. Be aware, that each user can choose, if he/she sends HTML emails or not. With plain text signatures this isn't a problem, but HTML ones will be ugly if the user sends plain text emails.
