Mail quota is set in dovecot configuration. You can set it via authentication source (LDAP/AD/Database) as attribute per user. Mail quota and used space is visible in SOGo in mail View in left column below the account. Sending limits can be set in SOGo. But this is set for all users in sogo.conf. Max size of emails to receive is set in postfix.
