Looks like the trick is creating the file "/etc/apt/preferences.d/sogo"
with the following contents:
Package: sogo
Pin: version 2.3.*
Pin-Priority: 999
It would be nice for them to add the instructions above to their web
page below so that others might save some time.

"apt-mark hold sogo" appears to prevent the Version 4 "sogo" package
from being upgraded over the top of Version 2.
