Thanks for finding and raising this issue. When branch_9_1 was cut, branch_9x started representing Solr 9.2.0-SNAPSHOT. The Jenkins jobs that we use to build these images have a manual set of branches they run on. branch_9_1 was never added, so 9.1.0-SNAPSHOT images weren't being built.
