If you have a good replica of the shard in the cluster acting as leader 
for the shard, then I would just do DELETEREPLICA and then ADDREPLICA, 
and it would probably be easiest to do that in the Collections tab of 
the admin UI.  Let Solr do all the heavy lifting, and you won't have to 
take the cluster offline.

My procedure would be required in a situation where you have NO good 
replicas of the shard online, but DO have a copy of the data directory 
for that shard.
